It looks like the end is finally in site for Sony services being offline.
Sony announced today that it will "fully restore all PlayStation Network services" to America, Europe and Asia this week. However, it should be noted that Japan, Hong Kong and South Korea were omitted from this timeframe.
What does this mean? Well, PS3 and PSP owners will finally get the PlayStation Store back, including voucher and code redemption, along with use of Qriocity and Media Go.
After the PSN goes fully operational, expect to hear more details on the "Welcome Back" program soon.
Bout damn time.
As for the "Welcome Back programme" US customers can download 2 out of these 5 games for free when the PlayStation store is back online:

Actually, I have no idea how much free space I even have left on my PS3. I should probably check...
I have a bunch of songs on there that I never listen to anyway so I could just delete them if I need to free up some space.

I doubt I'll download them, tbh. As long as I can download Call of the Dead we can put this whole mess behind us.

I finally signed back into PSN and started downloading Dead Nation for free. It says it’s gonna take 188 minutes! I need to go out right now. I guess I’m gonna have to leave this thing running, lol.

I chose Little Big Planet and Ratchet and Clank... mainly because I don't really have time to play through the complicated ones. If I did then I would have gone for inFamous and Dead Nation.

I downloaded Dead Nation but I haven't played it yet. I'm not sure what other game I'll choose now.
